The toml package is not yet compatible with the TOML 1.0 specification,
and seems to be inactive (see https://github.com/uiri/toml/issues/361).
A number of Python packages have recently made this switch, including
pip and pytest (see https://github.com/nedbat/coveragepy/issues/1180).
