Use Git module to simplify cloning and checkout out particular hashes/branches/tags

The new research platform service website broke the links that were
placed in this application.

This commit replaces those broken links with the new ones. It deliberately
ignores the fact the new links are behind a login wall, and hence only
visible to university staff and students who have a web account.

It does try to future proof the application by placing the replacement
links into the django settings file. So if the change, hopefully only
the settings will need to be updated.

Allowing direct Keystone login is now supported by the
uom-cloud-dashboard code by templating based on the WEBSSO_ENABLED
setting.

Apt installs candidate 1.26 as of 16 Apr 2020, which results in an
error when used with Gerrit:

remote: You need 'Create' rights to create new references.
```

Install globally using pip instead

The repo was installing into site-packages, which breaks the ability
to edit in place.

Ansible's git module only supports git-clone, but this is not useful
for development environments since you cannot pull new changes without
overwriting local changes.

Includes:
  * Use of developer-constraints.txt in the uom-cloud-dashboard repo
  * Deletion of unnecessary tasks and files
  * Standardised the local_settings.py file with the test/prod Puppet
    files
